The whole argument the speaker is trying to make is that nothing exciting or good happens in February. "February, month of despair, with a skewered heart in the center" refers to broken hearts on Valentine's Day. The speaker mentions the freezing temperatures- "the windchill factor hist thirty below"- and the pollution that "pours out of our chimneys to keep us warm". The speaker seems to notice only the bad things about February and even winter as a whole. Strange as it may seem, my initial thoughts are that the speaker is one of those bitter cat ladies. I actually have text to back me up on this argument! In line 31 she says "you're the life principle" to her cat; she states that her cat is her life. And she complains about everything! She suggested that people get spayed and neutered or eat their young, so I'm assuming she doesn't like children. Or she's crazy, if it was meant literally.
